Flexicurity is a multidimensional policy strategy and this need to be reflected in any attempt to measure Member States' progress in this area.

This joint study project between the Directorate General for Employment, Social Affairs and Equal Opportunities and the Joint Research Centre makes a first attempt to calculate a set of four composite indicators of flexicurity, reflecting the four dimensions identified by the Commission.

The analysis is more comprehensive than available work in the literature, covering a large number of variables. Member States are ranked based on their scores on the four indicators calculated and changes over time are also captured to a certain extent. Results are graphically represented via maps and radar charts. The views expressed in the report are those of the authors and should not be attributed to the European Commission or Member States.
