EC calls for universal Access to Early Childhood Education and Care

Asking for a broad curriculum which should extend beyond cognitive learning with access for everybody, staff quality and healthy gender balance & governance of ECEC. The proposal of integration of ECEC with education is less motivated (see p. 8 of the Communication).
