Schools exist by the parents who give their children in the hands of their pedagogical professionals and feel themselves comfortly by the educational vision of the school. Parents of primary & public schools are more often living in the same neighbourhood as those from independent and secondary schools. As a result of different developments parent involvement and horizontal responsability is an increasing issue on the educational agenda's, as part of the governance direction.
Right to choose for parents
Sometimes it comes to a distinction between what parents want and schools in the present national framework offer. In that space countries choose different solutions. Some of them offer space for home-based schooling, some offer space for private schools and some for restricted indepedendent schools. Either way the right to choose education of their belief is protected in art. 2 of the 2d Amendment of the European Treaty of Human Rights.
