Since the Lisbon Treaty came into force on 1 December 2009, the European Union has had jurisdiction in the field of sport and is invited to co-operate in this domain with other organisations, including the Council of Europe. For many years now the Council of Europe has played a key role in sport thanks to its two flagship conventions (European Convention on Spectator Violence and Anti-Doping Convention), its ministerial conferences and intergovernmental co-operation, work carried out since 2007 by the EPAS. A meeting, held in Brussels on 29 January 2010, between the Directors of Youth and Sport from the Secretariat General of the Council of Europe and from the European Commission, defined the guidelines of an active and more followed-up co-operation between the two institutions.
