The EU Agenda has a couple of sustainable agenda items. Since 2007 is the Educational Agenda mingeld in the attractive concept of life long learning, which is the umbrella now for allmost all eu educational programs. The EC has no direct authority of the national educational systems. But they have & use the possibility of stimulating sharing knowledge and developing common benchmarks. 
Sectors of programs:
Comenius program for schools (for more details click on upper right links)
Erasmus program for higher education
Leonardo da Vinci for vocational education and training
Grundtvig for adult education
Cooperation programs with other countries (on higher education): Erasmus Mundus, Tempus (surrounding EU countries), Atlantis (EU-USA), Edulink (Africa, Caribbean & Pacific), Alfa (Latin America), Canada, Australia, Japan, New Zealand & Korea.
A good share of programs are managed by National Agencies per country.

European Qualifications Framework, a work to develop a common framework as baseline for every training and education in favour of better for mobility.
