This call for Proposals will support the implementation of the Conclusions of the Education Council of November 2007, 2008 and 2009 which agreed to improve the way that School Leaders are prepared, selected, educated and trained. It will do so by facilitating transnational exchange and cooperation between policymakers, practitioners, researchers and stakeholders involved in developing school leadership policy through, for example, peer learning, research and analysis.

Regarding the timescan in relation to the requested letters of commitment:  Article 5.1 of the Terms of reference states that “Applicants must submit letters from partner organisations confirming their participation (original signatures required).” A scanned version of the signed letter may be submitted with the application form, but the original signed letter must be submitted before any contract can be signed. There is no specific form to use.

8 AWARD CRITERIA (out of the terms of reference)

Eligible applications for a framework agreement will be assessed on the basis of the following criteria:

1. Quality of the partnership: the extent to which the partnership includes relevant organisations; the extent of geographical coverage; the extent to which it possess the skills, expertise and competences required for carrying out all aspects of the work programme, and there is an appropriate distribution of tasks across the partners (30%).

2. Quality of the work programme: the extent, to which the organisation of the work is relevant to the objectives set out here, is clear and appropriate to achieving those objectives; and the work programme clearly defines and distributes tasks / activities among the partners in such a way that the results will be achieved on time and to budget (25%).

3. European added value: the extent to which the benefits of and need for European cooperation (as opposed to national, regional or local approaches) are clearly demonstrated (05%).

4. The cost-benefit ratio: the extent to which the grant application demonstrates value for money in terms of the activities planned relative to the budget foreseen (15%).

5. Impact: the extent to which foreseeable impact on the target groups and systems concerned is clearly defined and measures are proposed to ensure that the impact is achieved. (25%).
